Expression of interest is open to all; at the final sale stage Saudi regulation applies.
Final sale
Under Saudi regulation, residential acquisition in Makkah is open to Muslim individuals.
International quota
254 villas of the project are allocated to international buyers; allocation will follow the order of registration and the rules to be announced.
No residency requirement
Neither ownership nor Premium Residency imposes a residency obligation on you.
Acquisition
What exactly do you acquire?
The scope of ownership and the rights it grants you.
Freehold ownership
You acquire freehold ownership; it is not a time-limited right of use.
Title in your name
Ownership is completed by registration in your name in the Real Estate Registry; your title record is held electronically.
Permanent and protected
Your ownership is permanent; expropriation may occur only by law and against payment.
Free to resell
After title registration you are free to sell; transfers during construction are subject to Wafi rules.
Long-term letting
Long-term letting is permitted; lease contracts are registered through the official system (Ejar).
No fee on inheritance
The villa passes to your heirs; no registration fee is charged on the division of an estate.

A villa alone does not grant residency. Owners of property worth SAR 4 million or more may apply to the Premium Residency programme; approval rests with the official authority.

Short-term letting requires a licence
Short-term letting is subject to a Ministry of Tourism licence; in Makkah a seasonal licence also applies for the Hajj season.
Hajj is a separate regime
Hajj is subject to quota and official registration independently of property ownership.
